About the Author When Chester and his wife Betsy heard God's call on their lives, the passage about “two becoming one” took on new meaning. Already well established in their careers of aerospace software engineering and mental health counseling, they left that behind for new “careers” as teachers and healing ministers in the Body of Christ.
In 1979, Chester and Betsy left Florida for North Carolina, wanting to move their family out of the intense drug culture of the university setting. Chester’s entrepreneurial gifts begin to emerge as he managed and operated his own engineering consulting business and air-taxi business. He also worked as the software engineer for a Navy fighter ejection seat manufacturer. The central thread connecting the many different projects throughout the years was “problem solving,” usually through the creation of engineering research software. And then came the Call. In 1984 they left the mountains of North Carolina and begin their preparation time at Liberty Bible College(1). God, wasting no time, begin doing a dual work in them. He brought them into a restoration and healing process, revealing the elements of “Christian Prophetic Prayer Counseling.” They shared what they were learning with others, training other couples to bring the healing and freedom ministry to church members. Since 1990, when they began to minister full-time, God continues to expand their vision. While still active in personal ministry, they have now established healing ministry programs within churches in many locations. They conduct Healing/Deliverance, Activation, and Training Seminars throughout the USA and internationally. They continue to train healing ministry teams and trainers of the teams. 1993 became a significant year when Chester and Betsy were called to Christian International (CI) in Florida by Dr. Bill Hamon to minister to the CI leadership. The leadership was so pleased with the results that CI asked them to organize and lead a “Prophetic Counseling” conference, held in March of 1994. This was a major indicator of things to come, as the first edition of the “Restoring the Foundations” book was completed and given to all conference attendees. Also, thirteen leadership couples remained after the conference and received ministry as part of the launch of the “Christian International/Proclaiming His Word Healing House.” The relationship with CI and Dr. Bill Hamon continues as Chester and Betsy are ordained by CI and serve on the CI Board of Governors. “Proclaiming His Word, Inc.” was founded in 1992 in response to God saying that others would be joining them and to prepare a covering organization to take care of them. This happened after the Prophetic Counseling conference at CI. Teams begin to join them to minister in the Healing House. Many leaders came to receive healing in a safe place at the CI/PHW Healing House. By 2000, over sixteen trained ministers and trainers, as well as office staff, worked with Proclaiming His Word. Chester and Betsy were traveling extensively by this time, bringing the good news of how to receive God’s Healing throughout the world. Several major changes occurred in 2000. “Christian Prophetic Prayer Counseling” became “Restoring the Foundations” (RTF) ministry, the title of their first book. All references to “counselor” and “counseling” in their published materials were changed to “minister” and “ministering.” Most significant, however, was that the Lord directed them to release all of the teams working with PHW into their own ministries and to launch the Healing House Network, Inc. (HHN) as the new covering organization. It started with 25 very capable, qualified RTF ministers working together as teams. In 2004, the prophecies concerning an eventual training center came to fulfillment. Echo Mountain Inn in Hendersonville, NC, was purchased as the home of the “Restoring the Foundations International Training Center, Inc.” and became the new ministry base, as the entire ministry moved from near Christian International in Florida to North Carolina. This training center has allowed a great acceleration in the preparation and release of RTF ministers into the Body of Christ. By the start of 2006, the number of qualified HHN team members propagating the Restoring the Foundations ministry has grown to over 120 people. These teams are being used by the Lord to minister to leaders and others in the Body of Christ using the RTF ministry “Integrated Approach,” usually in an intensive, one-week format. In addition, many church teams have been trained as Issue-Focused and/or Thorough Format ministers. They are serving their local churches, volunteering three to six hours a week, ministering to church members, doing their part to help prepare the “Bride without spot or wrinkle.” Then the RTF revelation expanded again. The Lord was bringing insight that the same types of problem areas afflicting individuals were also hindering and even blocking groups of individuals, or organizations (such as churches and businesses). It was keeping them from reaching their potential and destiny in life. It became more evident that before a city could be transformed, its organizations must be transformed. They begin to teach and spread the word about how to free organizations. It was from these revelations and teachings that Transforming Your Business was writen. The detailed procedure for transforming an organization is now available to many so that the principles can be shared and put into practice. They have developed a number of resourcesto help bring healing to individuals as well as train RTF ministers. Restoring the Foundations, An Integrated Approach to Healing Ministry, is the flagship training and self-ministry manual. A smaller version, suitable for Christian book stores, was released through Sovereign World Publishers (UK) in September, 2004, as “An Integrated Approach to Biblical Healing Ministry.” Subsequently, Chosen Books (USA) released a version titled “Biblical Healing and Deliverance.” Please visit the PHW online store at www.phw.org (or see page 345) for their resources (and other resources) to train RTF ministers. Chester
grew up in a ranching and farming community in Eastern Oregon. He attended
Oregon State University in Engineering, including Air Force ROTF. Soon
after graduation, the Air Force moved him to Cape Kennedy, Florida, where he
was a member of the Titan Launch Control Team. After the Air Force, he
continued his education at the University of Florida for advanced degrees in
Nuclear Engineering. He became a researcher and technical manager in the
aerospace industry spending most of his time in California during the space
boom years of the ‘60s. Between managing projects, developing software,
writing proposals and reports, and traveling often to Washington, DC, life
was full. He returned to the University of Florida in 1967, where he became
a professor in the Nuclear Engineering Department. There he taught classes
and conducted research in a number of different areas, including working
closely with the Environmental Engineering Department.
